The horizontal stack is an alternative to the vertical stack. It isn’t as easy to make quick gains as the vertical stack, but has the big advantage that it works against both man-to-man and zone defence.
In this situation, the disc is on the left sideline. The person with the disc is looking at the two players in front of him (the two to the left of the four receivers). Those two players alternate their cuts, so that at any time, one player is coming in and one is going long. If neither of these players is free, then the receiver looks for the dump. In this case the dump pass is to the player in the middle of the three handlers.
